How can you tell what your %H2O body should be? 60% . Is loosing fat weight the only way to increase it?

%body weight of water is there a way to tell what your max percent water weight should be? Can you improve the value? The rule of thumb is 60% a lean athlete can be as high as 70? Can drinking massive amount of water help decrease weight and improve water. Many of seem to run around on the dehyrated side. I am 55% an I cannot seem to be able to increase the value. At 205lbs and 6'4" 13% body fat. This is 20lb over weight race weight for me. I live in AZ and sweat a lot for exercise. It has been shown those who can get to the optimum 60% water weight have a far better race.
