What should I do if I am diabetic ?

As a diabetic I want to use exercise to lower blood sugar levels and I want to build muscle ? Are there any special tips or modifications that I need to make to your program in order to accomplish these goals ?
I am looking for something that will help me sleep better. I keep awakening every night around 3 AM or 4 Am (sometimes more often) with hunger (high cortisol ? Hypothalamus?). To lower blood sugar levels I force myself to walk and run for 15 minutes each day. I push myself even though I am exhausted from not sleeping well at night. Also, I am not losing weight or gaining muscle. Instead, I feel a burning sensation in my muscles when I walk up stairs and, I get cramps/spasms in my feet at night.
Your help would be greatly appreciated.
